This is kind of related to bug 17316, but apparently upload.wikimedia.org is
using a separate file, so this gets a separate bug.
The Wikimedia 404 error page was redesigned and synced live to the sites in bug
17316. That redesign apparently didn't hit upload.wikimedia.org. Example link:
<http://upload.wikimedia.org/wikipedia/commons/0/0c/Mv_actress1.jpg>.
This page is ugly and should be cleaned up similar to the "main" 404 error
message (cf. <http://en.wikipedia.org/fdskljfldskjflksdjf>).
