The new move form got a <select>-element for the namespace. Although you
(usually, see Bug 28569) can't move to the category namespace, it is shown as
an option.
I really would like to see the possibility to move category descriptions (like
bug 28569 suggests for privileged users), but as long as there are any
limitations in the right to move (maybe user-specific), the move form should
only provide the namespaces to which the current user is allowed to move.
