Since many users/editors are not clear about copyright issues, they end up in
putting copyright content on the wikisource. In case of anonymous users it is
not possible to explain the issues. To avoid this following setting are
requested.
- Disable anonymous edits
- Make e-mail verification for the given user mandatory
