On 1.19beta1, while editing a already existing User_Talk page of an existing
user, I get the message User account "account-name" is not registered
(userpage-userdoesnotexist).
That was tested Ok on 1.18 with the same configuration. The wiki current
$wgLanguageCode = "fr";
