No, but there must be some criteria about what can be accepted and what can't.
It's obvious that not all wikis can be allowed to remove sysops locally, but
developers can't be expected to cherry-pick what requests to accept and what to
reject, so the global community has to create some guidelines/criteria, if we
want to change the long-standing practice.
