Per conversations with the other Oversighters on Meta, please create an
oversight-meta mailing list. I've never done this before, so, I guess I'd say
make myself the admin, and then I'll add the other three permission holders as
admins as well, rather than posting all their e-mails here?
(This replaces a system where users needing oversight are forced to either
randomly pick one of the four oversighters to e-mail, or "shotgun" all of us.)
