It really would be extremely useful if admins were given the ability to allow account creations beyond the throttle, perhaps by whitelisting via an interface page or by something similar to the user rights interface. Some might say that it's easy enough to have an admin create the accounts, but this can be a logistical nightmare when the admin isn't physically in the room and it can be very time-consuming.
