Currently, it's possible to create a project as a cloud admin, but then can't
modify the sysadmin and netadmin groups unless you are also a wiki admin.
It's preferable to make wiki admin (or some associated permission) required for
this, rather than cloudadmin. It would be nice for this to be a separate
permission that can be controlled via a group, so that we can also let
volunteers create and maintain projects and membership. Cloud admin is
inappropriate for this, since it gives permissions to make admin level changes
in nova as well.
