We are waiting for more that a year for this extention, I contacted Tim
Starling on IRC today and there wasn't a reason to not install the extension
but the communenty consensus was missing so here I will add the links. (please
note that Incubator has a small group of users that really respond, normally
users stay just inside there own project and only edit when the want to oppose.

Bug #11963

Incubator is used to start new project, There are several wikinews project on
Incubator they need the DPL and the will get it when the have there own domain.
But why should the used difficult work around ways when the extension can be
activated on Incubator. 

I hope that a developer will install it soon, we waited for more than a year
and a half :)
