The 404 "file not found" page for links into upload.wikimedia.org is not very
helpful. This is the page shown when reusers of Commons images hotlink to an
image (as is permitted under
https://commons.wikimedia.org/wiki/Commons:REUSE#Hotlinking), and the image is
then moved (Bug 35721) or deleted. The resulting 404 page should be
customisable, ideally via a MediaWiki message.
