noc.wikimedia.org should be switched to use protocol relative URLs or should
default to HTTPS. Most of the external resources right now are being loaded
through http, throwing up a mixed content warning.
The links could also be updated to point to https wherever possible too. I'm
pretty sure we're inching towards HTTPS as the preference for most things,
especially techie things.
