When an existing (or newly existing) account from another wiki creates an
account on a second wiki it skips the filter action == 'createaccount'. This
filter is useful for managing components, and it would be useful for it to not
skip that filter, alternatively for a filter akin to 'createaccount' to be made
available for the filter.
My evidence is a spam-type account was created on specieswiki and immediately
thereafter created on commonswiki bypassing the account creation filter.
Watched live time and checked against user creation and filter logs
