On the toolserver there's a tool that's accessed about 70 times per minute, and
every time it fetches a page from the Amsterdam Squids without an
Accept-Encoding header. When the gzipped page is stuck in the cache, it gets
reported quickly as "gibberish content" and someone purges the cache of the
