Each l10n update will create lots of commits but it would be nice if one didn't
get a notification for each of them.

Split from bug 35538. If someone wants to be spammed, as bug 35538 comment 8
suggests, a new bug should be created to allow an opt-in system for that, but
in general no email should be sent.
