With the deployment of service::apache on all beta Apaches, a side effect is
that rsyslog was installed and logs are sent to remote syslog.pmtpa.wmnet which
is unreachable (it is the production one).
We need a way to pass a specific remote syslog server name whenever we are on
labs, project deployment-prep.
