"versioncheck.php wikipedias, and probably others, broken, tries to fetch
wrong URLs Special:Versionapi.php?action=query&meta=siteinfo&format=xml"

--> old versioncheck.php was a complete mess. replace with a rewrite or make it
check the version in every regular statistics update (one more API call
though).. or combine version check with a "has the name changed" check in
separate script running less often
