Localisation update is not doing its work properly.

change

with change details:
-'right-reupload' => '存在するファイルの上書き',
+'right-reupload' => '既存のファイルに上書き',
I'd expect http://nl.wikipedia.org/wiki/MediaWiki:Right-reupload/ja to now
contain the updated translation ("+"), but it contains the old translation
("-").

Reports on translatewiki.net indicate localisation updates have not been
running properly since April 15[1], despite success messages in the server
admin log[2].
