Create a Special page that gets as input a Wikipedia site and a title and
resolves to the appropriate item in the language of the given Wikipedia site.
This will be used to resolve http://en.wikidata.org/wiki/Berlin to the page
associated to the article Berlin on the en Wikipedia.
