Right now, with MediaWiki downloaded from git, the installer simply does not
work, with the following error:

While I am not completely sure what is going on, I solved this by Gerrit change
#6107, which I believe is a good idea anyway since IMO caching should not
introduce errors on its own, but fail gracefully.
