Current (1.20x) __TOC__ is collapsible, with user's preference stored via
cookie. This prevents using wrapper elements with class="mw-collapsed" to
pre-collapse the TOC on a per-page or templated basis.
Krinkle suggested it would be trivial to move collapsible-collapsed to an
extension. The same should also be true to move both collapsible and
collapsible-collapsed. (Suggested syntax was {{#toc|default=collapsed}})
I suggest an additional Magic Word, such as __TOCC__ or __TOCCOLLAPSED__, which
at least is similar/intuitive for users already aware of __TOC__.
