By default, when you click the "edit this page" button, the resulting editpage
is automatically scrolled down to the editbox. However, on pages with an
editnotice, this is undesirable, and could lead to the editnotice being missed
altogether.
I suggest that on pages with editnotices, there is no automatic scrolling.
