translationnotifications-languages-to-notify-label, being "Which languages to
notify (comma-separated codes)" in English. When you enter nothing there, all
languages are notified. The message should be changed to reflect this - e.g. to
"Which languages to notify (comma-separated codes) - leave blank to select
all".
