Most of the changes that I suggested were already part of Gujarati transliteration, see local translit.js http://gu.wikipedia.org/wiki/%E0%AA%B8%E0%AA%AD%E0%AB%8D%E0%AA%AF:Dsvyas/Mediawiki:Translit.js and hence, this is the layout all the Gujarati wikipedians are used to with.
