This bug is similar to Bug 36791, but the execution would be different.

The time picker on Special:CentralNotice should be replaced with some kind of a
dedicated time picker widget. For date picking there's a the standard jQuery
datepicker, but I couldn't find anything like this for picking time: Googling
found a few jQuery add-ons, and there's also something in the
SemanticFormsInputs extension.

(Blocking 745, because the current time picker shows the time in reverse in
RTL.)
