The "Continue" button on the second screen (after selecting files to upload) is
positioned at the very bottom of the screen -- well below the "Add another
file" button and the "x of x files uploaded" status message. This means it's
easily missed. Indeed in user tests we've seen that some users think their
upload is finished after the first step and just move on.
We'll need to fix the layout, which will affect the rest of UW as well as this
layout is consistently used for the "next step" button. (We could also consider
making the step headings at the top more useful.) But it minimum we should
probably right-align the "Continue" button with the "Add another file" button.
