will generate today also erroneous links as:

In order to avoid the generation of such links we should implement asap a
minimal length for
a) GND / PND and require five significant characters. i. e. GND:123-4 is to
"short" because the MINUS character should not be taken into account.
b) For VIAF we should require five digits as well.
Note: If the implementation is easier fixing bug 36882 immediately this is OK.
