Language selection was addressed in Bug 19834 and is great feature for
multilingual sites. However, in monolingual MW installations is between
pointless and annoying.
It would be useful to hide this dropdown if there is only one language
available. If this isn't easy to detect automatically then a local setting
would do as well.
