It is enabled on en.wiki (which it isn't) 2. You are logged in and have the patrol right (which you didn't) 3. The page was recently created (which it wasn't) 4. You've visited Special:NewPagesFeed within the past 24 hours Clearly something is wrong here, but I'm not sure what, as I haven't been able to reproduce the problem either.
