In many cases some of the users are blocked but they can make other user
account because their IP is dynamic IP and it is not possible to block them!
in many websites or forums they have tools that check computer serial number
such as hard drive or motherboard serial number and they block user by that
serial or similar ways to improve weakness of block tool.
now the block tool is very weak and it is not useful in many cases.specially in
many countries ISPs give dynamic IP to normal users.
is it possible to add possibility to have a tool to block a computer or device?
