And, I don't know what exactly this should be called, but it's often better
than the release notes for informing people what the improvements are:

I guess it's kind of a pre-release informational draft thing since it's a
work-in-progress long before the release is ready. I'd recommend using the
subpages at the mediawiki.org Extension:Translate page to organize releases in
that manner. People like me tend to wander by and add things that the devs
hadn't thought of. A good example of that are these breaking changes I added
for 1.19:

Those pre-release informational things do a great job of telling people what
they need to know. The old-fashioned release notes (or the newer wiki release
notes) aren't obsolete, they're just more lengthy, but not necessarily more
detailed. 

A combination of the informational thing and the wiki release notes, would be
ideal. I think they would give people an opportunity to divide and conquer,
which would help reduce the mind-burden on the core devs.
