I'd recommend using the subpages at the mediawiki.org Extension:Translate page to organize releases in that manner. People like me tend to wander by and add things that the devs hadn't thought of. A good example of that are these breaking changes I added for 1.19: http://www.mediawiki.org/wiki/MediaWiki_1.19#Heads-up_for_MediaWiki_administrators Those pre-release informational things do a great job of telling people what they need to know. The old-fashioned release notes (or the newer wiki release notes) aren't obsolete, they're just more lengthy, but not necessarily more detailed. A combination of the informational thing and the wiki release notes, would be ideal.
