I have created the operations/debs/testswarm using the command line:
ssh gerrit... create-project operations/debs/testswarm
Note I did not assign a parent repository.
As of now, that repo has been created but nobody has access to it. Ryan Lane
and Daniel Zahn had a look at it and did not found a fix.
So we need Chad :-)
