Administrators can view hidden filters themselves, e.g. here:
https://en.wikipedia.org/wiki/Special:AbuseFilter/341
But they are not able to view the complete history of a hidden filter, or each
individual "diff" (for want of a better word) of a change to one, e.g., the
"details" link in the Abuse filter log:
