WikibaseLib make use of things that are defined in the Wikibase library,
creating a cross-dependency between the modules. This is a clear indicator that
some things are defined in the wrong place.
On a first look, I found these:
* WBSettings
* CONTENT_MODEL_WIKIBASE_ITEM
Both should be defined in WikibaseLib, not Wikibase, as far as I can see.
The current situation means that the repo extension has to be installed on
client systems, which defies the purpose of the modularization.
But it's especially annoying that WikibaseLib can currently not even be tested
without having Wikibase installed, and finding the *right* version of Wikibase
to test with.
