TimedMediaHandler submit jobs to transcode video. They are named
webVideoTranscode and are excluded from the default queue processing through
$wgJobTypesExcludedFromDefaultQueue .
jobrunner boxes uses the wikimedia-job-runner package. We might want a new
package dedicated to run the webVideoTranscode jobs.
