jobs-loop.sh is currently provided through the WikimediaMaintenance extension.
Since it is tightly related to the wikimedia-job-runner debian package we have,
I guess it makes more sense to have it here.
We probably want to migrate the wikimedia-job-runner package from subversion to
git first.
