There's some awfully convoluted and hackish system set up at
<https://www.mediawiki.org/wiki/Developer_access> for requesting a
Gerrit/Git/Labs account currently. This process requires manual approval. This
simply isn't scalable or sensible. It should be possible to create an account
without human intervention.
