If an account is blocked on one wiki, especially a small one, there's little
reason to allow what often amounts to cross-wiki abuse using automatic account
creation. If a user needs to use the SUL system even when blocked on a wiki,
there should be something like a "localaccountblocksulexempt" permission that
can be given to whomever needs to use it.
