Steps:
* open https://www.mediawiki.org/wiki/VisualEditor:Welcome
* hit 'edit'
* select a link
* hit link button
Expected behavior:
* link dialog pops up, lets you change the link
Actual behavior:
* nothing... usually
* sometimes - nothing, followed by the next attempt opening a link dialog at
your first selection
