It came up in conversation with Drenfro and Sumanah that some developers
would like an announcement list with more information than mediawiki-a but less
traffic than wikitech-l. This list will be used for developer announcements,
such as events, trainings, sprints, changes like Git, etc. It will be
moderated and announcement based (so no discussions).
