A lot of articles are incomplete and the 'Stub' tag is hard to find under
'Structure'. I recommend we include it in 'Common'.
Also note that a better title for this tag could be 'Incomplete', for people
who don't know what a stub is (or we could use that word in the description for
that tag, rather than repeating ourselves with the word 'stub' twice).
Also, shouldn't there be a 'Duplicate' tag, for when an article duplicates
another?
