When looking at the Barack Obama article (where the article feedback page is
after so many references it can be almost impossible to find for most users)
and I had an idea:

Currently we have a default location for the Table of Contents but an editor is
able to move (or eliminate) it by the use of a special word ( __TOC__ ) and
sometimes css (so that they can float it in a certain direction with a div
etc).

I think having this as an advanced option on the Article Feedback box would be
incredibly helpful to allow people to make it as accessible as possible.
