At the moment users who don't have the upwizcampaigns right
(https://commons.wikimedia.org/wiki/Special:ListGroupRights) can't see the
configuration at https://commons.wikimedia.org/wiki/Special:UploadCampaigns .
This information is exposed at
https://commons.wikimedia.org/wiki/Special:ApiSandbox#action=uploadcampaign&format=json&ucprop=config
. That's a bit inconsistent.
We should probably have two rights:
* upwizcampaigns-view : You're allowed to query the api and view configuration
at https://commons.wikimedia.org/wiki/Special:UploadCampaigns . Configuration
should be greyed out just like editing a protected page.
* upwizcampaigns-modify : You're allowed to edit (rename of the current
upwizcampaigns right).
upwizcampaigns-view should be assigned to all users and upwizcampaigns-modify
just stays the same.
