Is there any reason not to include ConfirmEdit in the core? It seems that
fighting spam is a major problem for just about every MediaWiki installation
these days - so it seems logical to build in a partial solution.
I imagine some wikis may want it disabled, either because it's not public or
they use something else, but having it available by default is something worth
considering.
