The Ukrainian Wikipedia community has reached consensus wrt. the Abuse Filter
extension. The consensus can be found here:

Please enable the Abuse Filter extension on uk-wikipedia, with the following
settings:
all auto-confirmed users should get the following permissions:
abusefilter-view, abusefilter-log, abusefilter-log-detail
A new group 'abusefilter' should get the following permissions:
abusefilter-modify
BUREAUCRATS can add and remove the abusefilter group.
The following actions should be enabled:
flag, throttle, warn, disallow and blockautopromote
The following actions should be disabled:
block, degroup and rangeblock
