I confirm that there is currently no "Gadgets" tab at <https://meta.wikimedia.org/wiki/Special:Preferences>. My first thought was that the Gadgets extension had been uninstalled, but it's still listed at <https://meta.wikimedia.org/wiki/Special:Version>. My second thought was that there was some kind of JavaScript error, but I don't see anything in my browser's error console.
