The message 'wikibase-itembytitle-create' currently says:
'You can also [{{fullurl:Special:CreateItem|site=$1&page=$2}} create an item].'
Most of the message is a link, which doesn't change in other languages. This is
hard to translate for several reasons, most importantly because translators
don't like such technical mumbojumbo in general, and because in right-to-left
languages it's especially painful.
There are more messages like this one.
Such technical strings should be inserted be software whenever possible.
