After a local discussion, the community unanimously decided to introduce the
flag. Consensus is visible here:
https://it.wiktionary.org/wiki/Wikizionario:Bar#Flood_editor_e_manutenzioni_alle_pagine
The flag name should be 'flooder'; possibly, it should be assignable by any
sysop to himself and removable by any sysop to any sysop.
