I don't know what it is. It's possible that a separate bug to remove it as a default would be useful to someone. However, there's one thing I'd like to confirm: This is in fact a site config question, since any license can be used in the software, given sufficient configuration. If you experience difficulty with the software's capacity for supporting this license, please send it back to the UW component.
