Language names in less-relevant languages should have lower priority in the
autocomplete function of the ULS. For example, if a user's language in set to
French and "es" is typed in, it's autocompleted as the English word for
"Estonian", as opposed to either the French or Spanish words for "Spanish", or
the French word for "Estonian". Users are much less likely to be searching for
a language in neither the target language nor the selected language, so
languages names in other languages should be gives lower priority. (Native
names should probably also be given higher priority than names in the selected
language.)
