The original request asked for creating a global group for Commons administrators with the rights to see deleted content only from the File: and File talk: namespaces (numbers 6 and 7). Now you are changing this request into one that grants Commons sysops the rights to view deleted content from all namespaces -- and there wasn't community consensus for that.
